The project progress plan is not like dividing a cake from the whole to each part, but focuses on the weight of the plan, considering the relationship between the whole and each part, which is the premise of controlling the project feasibility. The secondary plan is designed under the guidance of the primary one and is based on the sub-projects under the big project, which represents the important milestones and the planning of the design, procurement and construction.

It is designed by the control department with the support of the project manager, departments and supervisors. It is repeatedly discussed by the design institutes and construction units, and submitted to the project manager for approval. After being reviewed by the control department’s planning manager, it is used to guide the planning and management.

When formulating the overall project schedule, the project manager needs to develop the construction period according to the objective rules of the construction cycle of large projects and the actual situation.

Firstly, milestone progress planning should be carried out to set the overall target of the project. Besides, when setting the target, the construction duration and quota should also be considered.

While developing the schedule, we should fully understand the design cycle, the supply cycle, the impact of seasonal changes, the supply of the three materials and the preliminary preparation documents. The project team should make a full study of the problems and difficulties, find countermeasures, and put the measures into practice.

After the overall project schedule is done, drawings, key equipment delivery schedules and capital requirements for each period can be included in the plan to further improve the plan so that it can better guide the project.
